Female leg hair removal did not become a social norm until the Great Depression, when, too poor to afford real stockings, women shaved their legs and drew lines on them.

Actually, they did that during the 1940s because the nylon they made stockings out of was being rationed to the war effort. I'm not sure about shaving starting then, though. I was under the impression that it started earlier, around the 1920s.
