They're called conlangs (constructed languages) and there are thousands of them, although few are complete enough to use for serious conversation. You can see a listing of many of them at Langmaker.

If you're interested in Esperanto, there's a beginners' mini-course at UW-Madison this summer. :)I know of two Esperanto speakers in Madison, but there are probably more.Toki Pona is fun too, but the only classes for that (which I know of) have been at Esperanto gatherings. ;)
