Come now. Don't think of it as a penalty. Think of it more as a: You're now allowed to visit this person in the hospital and your children will be legitimate tax.
Why should I have to give the government money for permission to visit someone in the hospital whom I love and who is dying? The law against that is evil in the first place.
A child born out of wedlock may not be legitimate in the context of our cultural traditions, but it is physically the child of its mother and its father, and therefore entitled to the same benefits as a "legitimate" child, as far as I am aware.

But you need to give the government money, Boris. You need to. How else will they buy top quality cocktail wieners for Air Force One?
